2023 SCPMA-HR Conference Awards & Recognition


SCPMA-HR is looking to recognize the human resources professionals that have helped to shape, advance, and move our profession forward to better serve our organizations.  We would like to offer our members the opportunity to recognize leaders and rising stars who are performing at the highest level during our business meeting at our Conference on April 19, 2023.  Nominations must be submitted by March 10, 2023.

Awards will be given for the following categories:


Emery Olson Achievement Award


This award commemorates the legacy left by Dr. Emery E. Olson, who was a nationally respected educator and first Dean of the University of Southern California School of Public Administration. Serving as a public personnel commissioner from 1928 to 1975, Dr. Olson was a mentor to an entire generation of public personnel professionals in Southern California.

A nominee for the award may be a personnel practitioner, administrator, or educator who has made a sustained contribution to the field of public personnel management in Southern California. The criteria below should assist you in identifying a person appropriate for this prestigious award.

  • Active Advocacy of and adherence to the principles of merit in achieving better public service.

  • Leadership in developing creative responses to challenges in personnel management.

  • Skillful Application of personnel administration principles on a sustained basis.

  • Distinguished Teaching, Authorship, or Research in the public personnel field.

  • Basis of Nomination:  Describe in separate attachment(s) the nominee's outstanding contributions in the above listed criteria (Active Advocacy, Leadership, Skillful Application, Distinguished Teaching, Authorship or Research).

Also include information in the following areas:

  • SCPMA-HR offices/positions held and dates of service,

  • SCPMA-HR involvement as a speaker, panelist or moderator at association conferences, seminars, workshops, etc.


Gunther Dumalski Lifetime Membership Award


This award is bestowed upon persons who have rendered distinguished service in advancing and upholding the purposes of SCPMA-HR, and generally who may be at or near retirement from the profession. Nominees shall be persons recognized for their contributions to public human resource administration.

Honorary Life Members shall have, at no fee, all rights and privileges of individual members, including the right to hold Association office and to vote on all issues requiring a decision of the membership.

In addition, Honorary Life Members shall have, at no fee, the right to attend annual SCPMA conferences. No more than two Honorary Life Memberships will be awarded each year.

Best Individual in a Leading Role (Director/Manager of the Year)


This award will recognize the director/manager who has embodied the principles and ideas of being an effective leader! This individual has inspired, led, mentored and developed their staff, while serving as a recognized strategic partner and change-agent for the organization.

The selection committee will look for the following factor when reviewing submissions:

  • A clear narrative of implementation of programs that significantly strengthened the organizations leadership commitment, including HR strategies that are fully integrated into the overall business operations of the organization.

  • Brief biography and/or resume of nominee, highlighting other professional achievements.
  • Basis of Nomination.


Rising Star Award (Future Leader Award)


This award will be given to the person who has recently begun their career in the human resources field and has shown the initiative and dedication to be a future leader in their organization and in the human resources profession.

Nominees for this award should have less than 4 years of experience in the human resources field.

The selection committee will look for the following when reviewing submissions:

  • A clear narrative of what has been achieved and in what context – how much experience does the candidate have and the impact the candidate has on the HR function within the organization.

  • Brief biography and/or resume of nominee, highlighting other professional achievements.
  • Basis of Nomination.


Submitting A Nomination For An Award Candidate

To nominate someone for one of the recognition awards, please submit a one-page narrative which includes the name of the award, and the criteria listed in each of the award categories.  Please email your submission to: meg.rau@lbwater.org. Place the title of the award in the subject line.  Nominations for any of the recognition awards must be received by March 10, 2023.
