The excise tax under the ACA is almost here. In addition to taxing medical premiums over certain thresholds, other benefits such as flexible spending will be included in the calculation of excise tax penalties. Medical plan design and benefit strategy can help your agency avoid the excise tax. In this session you'll learn how to develop a health benefits negotiations strategy, make health benefits proposals, and write MOU/CBA health benefits language for contracts that are being negotiated now, for 2015-2018 or similar terms, to avoid paying the excise tax. The presenters will share sample contract language, as well as information about other regulations that define what a negotiator should avoid and what a negotiator must do.

Laurie Lofranco from Keenan and Associates

 

Laurie LoFranco has more than twenty years experience in human resources and employee benefits. Laurie joined Keenan and Associates as an Account Executive in 2008 after spending the previous 12 years at the City of Corona, most recently serving as their Human Resources Director. Laurie served on the Board of Directors for the California Personnel Employee Labor Relations Association (CALPELRA) and is currently serving on the Board of Directors for the Inland Empire Chapter of IPMA. Laurie holds an Executive Level Human Resources Certification from IPMA and holds a California State Insurance License in Accident, Health and Life Insurance. Laurie graduated from the College of Notre Dame with a Degree in Human Services and holds a Master’s Degree in Public Administration for California State University San Bernardino.
